The Town of Amherst Office of Contract Compliance & Administration is located at 5583 Main Street and operates from 8:00 AM to 4:00 PM, Monday through Friday
Contract Compliance and Administration (CCA) oversees the Town’s procurement function, and is codified in Chapter 4 of the Town Code. The Department is managed by the Director of Finance, and has two other employees: (1) Purchasing Agent and (1) Buyer.
Most bids and requests for proposals (RFPs) are issued through CCA, with the exception of construction bids, which are generally issued through the Engineering Services Department. The Town’s Procurement Policy and Contract Administration Policy were developed by the Director of Finance, and are updated on an annual basis, with approval by the Town Board at the annual Reorganization meeting in January. In addition, CCA reviews and approves all town contracts for compliance with General Municipal Law §103 & §104 and all other Federal, State and local procurement requirements. We assist Town departments with their procurement needs, including issuance of bids or RFP (including any mini-bids required to purchase off State contract), assistance with Federal, State, and cooperative purchasing contracts, and training in relation to procurement and the Town’s Contract Routing System.
Bids are typically opened at 12:00pm on Thursdays in the Council Chambers at Town Hall.
