Accounting Guidance

NYS Accounting and Report Manual - This document is a comprehensive accounting guide compiled by the New York State Office of the State Comptroller ("OFC"). It provides an overview of generally accepted governmental accounting and financial reporting principles, and OSC's interpretations of such principles, where the Governmental Accounting Standards Board's ("GASB") pronouncements are silent or do not address problems common among jurisdictions within New York State.

The basic responsibility for oversight of local governments by the State Comptroller is contained in the State Constitution and Article 3 of the New York State General Municipal Law ("GML").

Audit Guidance

GAO Generally Accepted Government Auditing Standards (GAGAS), also known as the Yellow Book - This document from the US Government Accountability Office ("GAO") provides to auditors of government entities and entities that receive government awards use our Government Auditing Standards. This guidance is commonly referred to as generally accepted government auditing standards ("GAGAS") or the "Yellow Book" is the guidebook for auditors to perform their audits and produce their reports. The Yellow Book contains standards for financial audits, attestation engagements, and performance audits as well as specific requirements for individual auditors and audit organizations.

The 2018 Yellow Book is effective until implementation of the 2024 Yellow Book. The 2024 Yellow Book is effective for financial audits, attestation engagements, and reviews of financial statements for periods beginning on or after December 15, 2025, and for performance audits beginning on or after December 15, 2025


Mission Statement

The purpose and mission of the Amherst Government Financial Advisory Board (AGFAB) is to review management letters from the Town auditors and to continue with each of the future management letter responses; to investigate where the Comptroller’s Department is not in compliance with the management letter and make recommendations to help ensure the compliance process; and to suggest improvements of the effectiveness or modification of the Town of Amherst government activities.
