Electronic Recycling Option - ATR

Christmas Tree Pickup
The Town of Amherst Highway Department will begin picking up Christmas trees curbside starting on January 3, 2017. Residents are reminded that trees must be not be in a plastic bag, etc. and must be free of tinsel, garland or any other materials that cause recycling issues. Reduce, Recycle, and Reuse - the three R ’s of the modern world. Would you believe that your Amherst Public Libraries are involved in the efforts to cutting down waste in our community? Here’s how they do it. If you own a Kindle or a Nook, you know that public libraries reduce the need for printed materials by having many resources available for download. However, your library card still gives you access at your local branch to thousands of books and magazines. You have the benefit of having a large reading collection without the cost. Each branch has an active paper recycling program. Separating your newspapers from the rest of the recycling materials reduces the contamination it gets from the food containers, allowing a higher percentage to be used at the recycling facility. Fill your old blue totes to the library filled with newspapers and bring it to the library – it’s an easy way to help your branch earn some extra cash. Through its book sales, Amherst Public Libraries are also active in finding a reuse for books. The Audubon branch is having a book sale from January 18-23. You never know what you might find! And, don’t forget to bring some books you no longer need to donate for the next sale. In collaboration with Energy Conservation Citizens Advisory Committee, Amherst Conservation Advisory Council and Recycling & Waste Committee.

Families face this dilemma every year. Do we stay within budget, or do we stay warm? Heating bills are hundreds of dollars higher during the coldest months, and you add 5% to a natural gas bill for every extra degree you raise the thermostat. So before the weather dips into the single digits, here’s a few tips to stay warm without raising the heat. Heat yourself - Enjoy a hot cup of cocoa (or coffee or tea). Soups (or chili or stews) are great ideas for lunches or dinners. Warm foods and beverages warms your core temperature. Insulate yourself - Dress in multiple layers to keep your core temperature warm. If you’re getting a little chilly, grab a sweater. Have a throw blanket handy at your favorite easy chair. Also don’t forget your feet! Wear socks and slippers. Insulate your home - Close the curtains at night (thermal curtains will save even more heat). Purchase a plastic film window insulation kit. Use draft stoppers to cover the gap at the bottom of exterior doors. Insulate your sleeping area - Change to flannel sheets. Sleep under a down comforter, Take a page from your grandparents and warm the bed. Heat up a bag of beans (or rice) in the microwave and place it under the covers while you brush your teeth. Also, close the door. It will trap the heat radiating from your body in the room and keep drafts out. These are just a few low cost ways to save on your heating bills. Big ticket items such as adding insulation and replacing windows will definitely save you money in the long run. But, as you can see, there are simple lifestyle changes that can save on your energy usage with no sacrifice in comfort.

2017 Full Value Assessments Mailed
Town Assessor, David C. Marrano, announces beginning February 17, 2017, Assessment Disclosure Notices will be mailed to all property owners within the Town. Instructions will be included with each notice indicating the procedure for requesting an informal review, how to obtain forms and where to get information. Mr. Marrano reminds property owners to focus on the full market value estimate. If you do not agree with this estimate AND can offer proof for a change, you can follow the process of filing a complaint. Informal reviews will be held from March 6th through April 21st. Appointments will be required.

Parking Ban Suspended
Please be advised, after consulting with Amherst Police Chief, John Askey, and Amherst Highway Superintendent, Patrick Lucey Jr., Supervisor Dr. Barry Weinstein agreed to suspend the overnight parking ban for the Town of Amherst. Effective immediately the ban will be suspended but should Amherst have a significant snow event predicted, the parking ban will be re-instated. The parking ban normally expires on April 1st of each year.

Spring is just around the corner. Now is a good time to schedule a tune-up for your lawn mower. It’s a service at most Amherst hardware stores, or something that can be done by the homeowner (instructions on many DIY websites). According to manufacturer Briggs & Stratton, a tune-up can increase fuel economy by a third, extend the life of the engine, reduce repair costs and decrease emissions by up to 50 percent. It’s also a good time to get ready for summer and schedule a tune-up for your Air Conditioner. Homeowners can make a window unit more efficient by cleaning the filter and exhaust panels, dusting the interior fins, and making sure that the outside drain hole is unclogged. For whole house units, annual service is recommended by the manufacturers. Air flow is key to the operation of the AC unit. Make sure you include the area around the AC during your spring cleanup around the yard. The unit needs to be free of debris. Plants and any other obstructions should be at least 1 foot away for maximum airflow. This maintenance can save you 5-10% on your cooling bills.

Transit-Oriented Development Workshop

SPRING HIGHWAY UPDATES
Starting April 1 residents can put out yard compost materials on their regular refuse day. The material must be properly bundled for pickup. In addition, Amherst’s annual spring brush pickup will begin on May 22nd. Pickup will follow the same weekly schedule as residents’ refuse pickup regarding the day of the week. However it may take approximately two to three weeks for us to complete the whole Town. Please have brush, logs and stumps out for pickup by this date. The Town will collect large unmanageable piles of logs, brush, and tree stumps only. All material must be placed out the start of that week. We are going thru all areas of the Town one time only. No mixed piles containing lumber, concrete, railroad ties or non-organic materials will be collected. Leaves, small trimmings and other yard waste should be put in containers, paper yard waste bags or bundled for collection by Modern Corporation on a weekly basis. The Highway Department will not pick up these materials during this spring brush pickup.

It is illegal in the Town of Amherst to discharge sump pump water into the sanitary line. To help prevent basement flooding we strongly recommend you discharge sump pump water outside of your home to an open area or drain tile line. This may help prevent basement flooding during rain storms.

Imagine Amherst - Comprehensive Plan Amendments
The Town is seeking public comment on draft amendments to the Comprehensive Plan. Over the past few months the Imagine Amherst Project Working Committee has studied the Town's commercial and mixed use areas identified in the Comprehensive Plan and developed recommendations to better distinguish them by their form, location, and neighborhood context. New “typologies” or categories for the centers are being proposed in order to distinguish how each one should develop in the future. These draft amendments to the Comprehensive Plan have been posted to the Imagine Amherst Website (click the link below) under "Work Products" and on the project's Facebook page. Comments can be posted on the Facebook page, submitted on the Imagine Amherst website, or mailed to the Planning Department. Help shape Amherst's future.

Veterans Memorial Concert
The Amherst Veterans Committee and Mill Middle School present a Concert Event at the Town of Amherst Veterans Memorial Friday, May 26, 2017 at 9:00 a.m. Mill Middle School students will be marking the observance of Memorial Day this year with a program at the Town of Amherst Veterans Memorial. There will be a choral group, brass, strings and patriotic readings from students. VFW Post 416 will provide a color guard. The Memorial is located at Amherst State Park, 390 Mill Street, Williamsville

MODERN DISPOSAL PRESENTS RECYCLING REBATE CHECK TO
Representatives from Modern Disposal met with Amherst Town Supervisor Dr. Barry Weinstein, Highway Superintendent Patrick Lucey, and Refuse Control Officer Ryan Licata to present a $48,000 first quarter rebate check for recyclable materials collected within the Town. The amount represents the value of the materials recycled, after processing costs have been removed. This is the first rebate the Town has received since rebidding the refuse service contract and restructuring the recycling program benefits. The Office of Refuse Control, under the guidance of Superintendent Lucey, went with an individual material value based monthly program for recyclables, compared to the previous program of a flat, single price for all materials. With the drastic decrease in demand and value of materials over the last 5 years, this new method allows the Town to continue receiving rebates while switching to a fair, balanced, pricing model. Modern Disposal has been Amherst’s partner in solid waste and recyclable material removal service since 2012 and this relationship continues through 2021 with this new, progressive program.

TOWN OF AMHERST UNVEILS A NEW YARD-WASTE TOTE
The Town of Amherst has begun taking reservations for a yardwaste tote pilot program. These totes are in limited supply and are free to residents (limit 1 per household). These totes are a 35 gallon, HDPE recycling tote converted to handle small amounts of yardwaste. They are perfect for smaller properties, seniors, or for small amounts of sticks or brush. The Office of Refuse Control would still like to remind Residents that regular yard-waste regulations regarding size and weight will still apply and that these totes are to be used for yardwaste (non-food compost) ONLY, do not use for garbage or recycling. To order your tote, please call the Office of Refuse Control at 631-7119, a demo model will be available for inspection at the Amherst Highway Department, 1042 N. Forest Rd. Williamsville, NY 14221.

Yard Waste Tote Update
At this time we are no longer able to take any more requests for the yard waste totes - all those that have requested one already will receive theirs in the next couple of weeks. Please keep in mind this is a pilot program and we have exhausted our limited supply of yard waste totes. If this new program proves to be successful we may be able to obtain more totes for distribution.

Maple Rd. Project-Sanitary Sewer Line Replacement
The Engineering Department of the Town of Amherst is having a sanitary sewer line replaced on Maple Rd. just east of Hopkins. Oakbrook Dr. will be closed between Maple Rd. & Guilford Ln. from 7/7/2017 to 8/7/2017. The westbound lane of Maple Rd. will also be closed from St. Gregory's Court to 1350 Maple Rd. during this time. Any questions can be directed to the Engineering Department at 631-7154.

LISC Grant
At the beginning of this year, the Town of Amherst Building Department received a grant from LISC (Local Initiatives Support Corporation) to track the Town’s vacant and “zombie” properties. “Zombie” properties are similar to vacant properties in that no one is occupying the residence; however, a “zombie” property is vacant due to a failure to complete the foreclosure or other court process leaving the property in a state of limbo between the servicer and the owner. These homes cause significant issues for both neighborhoods and local municipalities. In addition to tracking zombie and vacant properties, the Town of Amherst is looking to connect people with existing counseling services to help people navigate the foreclosure process. If you or someone you know is going through a financial hardship pertaining to foreclosure, we ask that you reach out to us at the Town of Amherst or our contracted Foreclosure Counseling Partners Belmont Housing Resources or Buffalo Urban League. August Pool Hours
The North Forest Pool is open from 10am until 4pm through Friday, August 18. The Clearfield Pool is open from noon-6pm through Friday August 18th. Clearfield is CLOSED on Saturday, August 19th and OPEN on Sunday, August 20th from noon-5pm. Clearfield is open Monday, August 21st through Friday, August 25th from noon-4pm. North Forest closes for the season on August 18th at 4:00pm. Clearfield closes for the season on August 25th at 4:00pm.

Time of Sale Law
On June 19, 2017, the Amherst Town Board modified to the Town’s Local Sewer Use Law to require that all residential properties constructed prior to 1975 be inspected for compliance with the requirements set forth in the Local Sewer Use Law prior to the transfer of title for the property. Imagine Amherst Plan Amendment & Zoning Framework
Over the past month, minor adjustments to the proposed Plan Amendments have been made and endorsed by the Imagine Amherst Project Committee. A Draft Zoning Framework has also been created and endorsed by the Project Committee which is intended to guide the future zoning regulations to help implement the new Plan language. These minor Plan adjustments and the Draft Zoning Framework will be discussed at a Special Planning Board Meeting on August 31, 2017 at 6:30pm in the Town Hall Council Chambers. Volunteer Opportunity
As Amherst celebrates its 200th Anniversary in 2018, the Town is seeking to compile important historical information on its website, including a listing of the men and women who have served as its elected officials. Pursuant to this effort, the Town is seeking qualified individuals for an unpaid internship, to assist with data entry. Attention to detail and proficiency in Microsoft Excel are critical. At their meeting of September 18, 2017 the Town Board determined that the Draft Generic Environmental Impact Statement (DGEIS) prepared for adoption of the Town Bicentennial Comprehensive Plan Amendments was adequate for public review. Town Leaf Pick Up To Begin November 1st
Amherst Highway Superintendent Patrick Lucey announced the Highway Department will begin picking up leaves on November 1st. Until that date all leaves along with other growth material can be put in open garbage cans or recyclable paper bags and will be picked up during the weekly garbage pickup by our refuse contractor Modern Disposal. Private landscapers are required to dispose of the leaves at their own expense. As a reminder, leaves cannot be placed in the road, besides plugging receivers or causing flooding problems it is illegal to place leaves in the roadway blocking the driving lanes of traffic. Leaf pick will continue systematically throughout the Town until all leaves are picked up or the snow prohibits us from doing so.

Refuse Collection - Holiday Schedule
If you normal weekly refuse and recyclable collection occurs on Thursday or Friday this week it will be delayed one day due to the Thanksgiving holiday (November 23rd). Those with a normal Friday collection day will have pick up on Saturday.

2018 Resident ID Cards
2018 resident ID cards will be available for sale starting December 18. ID cards may only be purchased at the Youth & Recreation Department office at the Northtown Center at Amherst. Cost is $5.00 per person; cash, check or charge. The office will be open the following Sundays from 10am-2pm for ID card purchase only: January 21, 28, February 4, 11 and 18, 2018. Proof of residency and a new photo (taken at time of ID card registration) is required for new and renewal cards. For questions, please call 631-7132.

Disney's Cars 3 - Free Family Flick
Be sure to stop by for a Saturday matinee featuring Disney's Cars 3 on December 9 at the Harlem Road Community Center. Fun crafts, games and activities start at 12:30pm in the Youth Center followed by the movie at 1:30pm in the auditorium. Event is free of charge; no pre-registration is required.

Menorah Lighting
Menorah Lighting Come join us at Town Hall for lighting of the Menorah on Tuesday, December 12, Wednesday, December 13, Thursday, December 14, and Tuesday, December 19th. Rabbi Alex Lazarus Klein, Rabbi Adam Scheldt, Cantor Mark Spindler, and Rabbi Shmul Shanowitz with Ohr Temimim Jewish Heritage Day School will be officiating at the ceremonies. Latkes will be had at the Third night lighting ceremony and jelly doughnuts will be had at the Eighth night lighting ceremony, complements of Deputy Supervisor Sanders. Consider being a part of this celebration. The ceremony will start at 5:00pm each night.

Prepay 2018 Property Taxes
The Town of Amherst is now accepting prepayment of the 2018 Town & County property tax. Payments can be made in person at Town Hall or Mailed. The Town Clerk's office is open between 8 AM - 4:30 PM now through December 29. Cash or checks only. Check payments can be mailed to the Town Clerk's office and must bear a US Postmark of December 31 or prior. No internet payment is available at this time. There are no tax bills available. Christmas Tree Pickup
The Town of Amherst Highway Department will begin picking up Christmas trees starting on January 2, 2018. Residents are reminded that trees must be free of tinsel, garland, tree bags or any other materials. For more information, please contact the Amherst Highway Department at 631-7117.

Television Recycling
Due to circumstances beyond our control ATR will no longer accept CRT TV’s or any electronic equipment. Town residents can still drop off electronic equipment at the Highway Department 7 days a week between 7am – 3:30pm. The Highway Department cannot accept old CRT TV’s. When electronic collection events are scheduled throughout Erie County we will advertise them.
